Purpose / Project Description:  

Energy 4 Impact is seeking an internationally experienced Monitoring, Evaluation and Reporting Expert to support the Nigerian Energy Support Programme (NESP III) in the development of off grid renewable energy projects. 

Consultant Objectives: 

The Monitoring, Evaluation and Reporting Expert will be central to ensuring high quality documentation, visibility, and learning throughout the implementation of this assignment. Working closely with the Team Leader and technical experts, this expert will track progress across all workstreams, ensure coherence between activities and project objectives, and support transparent, timely reporting to the client. The role requires strong experience in development communications, results documentation, and reporting for renewable energy and rural electrification programs. 

Consultant Activities:

The Consultant will undertake the following responsibilities: 

  • Track all project activities, outputs, and achievements to ensure alignment with assignment objectives and expected impacts.

  • Maintain a clear, structured overview of milestones, deliverables, and progress indicators across all work packages.

  • Support the Team Leader in consolidating milestones and reporting on the assignment, as well as preparing inputs for NESP reporting to its funders.

  • Ensure timely preparation of high quality reports, briefs, and progress updates in line with GIZ requirements.

  • Document major milestones, outcomes, and impacts to enhance visibility and accountability to funders and stakeholders.

  • Prepare lessons learned, case studies, and knowledge products to support sector wide learning and dissemination.

  • Advise on communication strategies and plans to ensure effective visibility of project progress and outcomes.

  • Support the development of communication materials that highlight achievements, innovations, and impacts in off grid renewable energy.

  • Ensure that communication outputs are coherent, accurate, and aligned with GIZ visibility guidelines.

  • Work closely with the Team Leader and technical experts to ensure consistent, coordinated reporting across all work packages.

  • Provide ongoing support to ensure that monitoring and reporting processes are embedded in day to day implementation.

  • Contribute to internal coordination, ensuring that information flows smoothly between experts and task orders. 

Consultant Deliverables:

The Consultant will deliver the following:

  • A consolidated monitoring system, updated regularly, that provides a structured overview of all assignment activities, outputs, milestones, and indicators.

  • Periodic monitoring and progress briefs, feeding into the client’s reporting cycle, that synthesize progress against milestones and indicators, key achievements, challenges, and mitigation measures, and required management decisions or adjustments.

  • High-quality reports, monthly, quarterly or semi-annual as required, in line with client’s templates and schedules.

  • Short analytical notes that summarize progress across all work packages, and identify cross-cutting issues, dependencies, and areas requiring adjustment.

  • A structured portfolio capturing evidence of major milestones and outcomes, supporting documents, and material suitable for donor visibility and accountability.

  • High-quality embedded monitoring and reporting procedures that integrate monitoring and reporting into day-to-day implementation.

  • A set of high-quality communication and knowledge products, e.g., case studies, fact sheets, infographics, feature articles, etc, that document lessons learned, innovations, challenges, and actionable insights for sector-wide learning and dissemination.

  • Recommended approaches for visibility, storytelling, and stakeholder engagement.

  • Clear internal co-ordination and information flow mechanisms that ensure structured communication and delivery between experts, work packages, and the client. 

Timeframe / Schedule:   

This assignment will take no longer than 42 days between May 2026 to December 2027, subject to performance and fund availability throughout this period.

The consultant will report to the Senior Technical Analyst, Energy 4 Impact. 

The Consultant will work closely with: 

The Team Leader, other technical and finance experts in the project, experts from implementing partner, the government counterparts, the finance and operations team 

Required Experience & Skills: 

Education

  • Master’s degree (or equivalent, e.g., German Diplom) in communications, public policy, international development, or a related field.

Languages

  • Excellent command of English (C1 level, CEFR).

Professional Experience

  • General: Minimum 10 years of professional experience in the power sector, working with both public and private entities. At least 5 of these years must have been acquired within the last 6 years.

  • Specific: At least 5 years in communications and reporting of renewable energy project, 3 of which in rural electrification projects under international development.

  • International experience: At least 4 years in one country with an economy in transition outside the West Africa region

  • Regional experience: At least 2 years of professional experience in West Africa, including a minimum of 1 year in Nigeria.

  • At least 3 years of experience working on development cooperation projects.
